On the evening of December 13, 2018, Mr. Liu went to Jinan Metro Shopping Center to spend 36 yuan to buy two beautiful bamboo fiber multi-purpose cleaning rags. Mr. Liu believes that the cleaning rag of bamboo fiber should be pure and natural, and it will feel good when used. How effective are cleaning rags that are more expensive than towels? “Not very good!” Mr. Liu said that when he opened one of the cleaning rags to wipe the table, he found that the cloth was shedding, which made him suspect that there was a quality problem with the beautiful cleaning rag he bought.
It is understood that Mr. Liu has always been more sincere about daily consumer goods, two years ago he sent his clothes to the Shandong Provincial Product Quality Inspection Institute for testing because his daughter’s pure cotton autumn clothes were static, and the results showed that the material of the clothes was not cotton at all. “I took the test report to the market supervision department, and the merchant lost me 500 yuan, and the test cost was also borne by the mall.” Mr. Liu said.
Last year, Mr. Liu bought a piece of clothing labeled as pure cotton, but later sent it to the inspection to show that only some of the ingredients were cotton, and he complained to the market supervision department again and received 500 yuan in compensation.
“I just love it, and this time I also took it for testing.” Mr. Liu said that the cost of testing the rag by the Shandong Product Quality Inspection Institute was 235.85 yuan.
Only the packaging identification is non-compliant
There are no quality issues
On the front of the outer packaging of the beautiful clean rag provided by Mr. Liu, the three words “bamboo fiber” are very eye-catching. “Non-sticky oil, super stain removal” has also become the promotional slogan of the product, and the “Quality Mark” column on the back of the outer packaging shows that its material is bamboo fiber. However, the inspection report issued by Shandong Product Quality Inspection and Research Institute on December 24, 2018 shows that the materials of the cleaning cloth used by Mirado are viscose fiber and polyester fiber.
“I have checked some information, and the results of the tests of wood, rags, etc. may be viscous fibers, which means that the test results of viscous fibers cannot prove that the material is bamboo fibers.” Mr. Liu said that he took the inspection report and relevant materials to complain to the market supervision department, hoping that the law enforcement officers would investigate and deal with the cleaning rag with the label.
On January 3, the law enforcement personnel of Jinan Huaiyin District Market Supervision Administration opened a case investigation into Jinan Huaiyin Shopping Center of Jinan Metro Cash and Carry Co., Ltd.
It is understood that the business license of the shopping mall is complete, and the enterprise standards of Sichuan Hongchang Plastic Industry Co., Ltd. (Q/62171068.7-2018), industrial and mineral products purchase and sales contracts, sales lists, situation descriptions, entrusted processing agreements, complaints cleaning napkins inspection and testing report (number: ABZA118WO1925), the inspection results are of qualified product quality, and the Jinan Huaiyin District Market Supervision Administration believes that there is no quality problem in the cleaning towels sold in the mall.
In accordance with Article 54 of the Product Quality Law of the People’s Republic of China, a notice of correction was issued to the mall, requiring the mall to stop selling and remove the cleaning towel from the shelves.

Enforcement personnel from the Chengdu Xindu District Market Supervision Administration conducted an on-site inspection of Sichuan Hongchang Plastic Industry Co., Ltd. on February 18. After investigation, the beautiful bamboo fiber multi-purpose cleaning rag was commissioned by Sichuan Hongchang Plastic Industry Co., Ltd. to Changchun Jiuli Commodity Co., Ltd. to produce, and the packaging label content was provided by Sichuan Hongchang Plastic Industry Co., Ltd. According to the raw material procurement contract and product inspection report provided by the enterprise, its composition is “bamboo pulp fiber”.
Sichuan Hongchang Plastic Industry Co., Ltd.’s act of labeling “bamboo pulp fiber” as “bamboo fiber” with untrue content violates the provisions of Article 27 of the Product Quality Law of the People’s Republic of China, and the Chengdu Xindu District Market Supervision Administration has issued a “Notice of Order to Correct” to it, requiring it to immediately stop sales and make corrections.
“The Jinan Huaiyin District Market Supervision Administration ordered the rag to stop selling and remove it from the shelves, but METRO was still selling the cleaning rag in the METRO mall on March 30.” Mr. Liu said that in fact, Mira’s other new cleaning rags are no longer labeled bamboo fiber, but polyester/cotton fiber, but he believes that since the rectification is ordered, it should not continue to be sold.
On the morning of April 3, the reporter visited the Metro shopping mall located on the west side of Dangyang Road in Jinan, and found that the cleaning rag marked as bamboo fiber mentioned by Mr. Liu could no longer be found on the shelves where Miraiya goods were placed, and the material marked on the outer packaging of the cleaning rag product on the shelf was polyester/cotton.
“After receiving the notice from the (Huaiyin District) market supervision department, the (Miraiya) cleaning rag was removed.” A staff member at Metro Mall said.
The manufacturer responded
There is no bamboo fiber testing standard
On the afternoon of April 3, the reporter contacted a staff member of Miraiya cleaning rag manufacturer Sichuan Hongchang Plastic Industry Co., Ltd. “The raw material is bamboo pulp fiber, but bamboo pulp fiber, wood fiber, and plant fiber are collectively called viscous fiber.” The staff member said that his company could provide written materials at the time of purchase, and the report showed that the raw material of the cleaning rag was bamboo pulp fiber, but the test results could only detect viscous fiber.
“This test result can neither prove that there is no bamboo pulp fiber in it, nor can it prove that there is bamboo fiber in it.” The staff member said that there is currently no detection standard for bamboo fiber, and professional anti-counterfeiting personnel have seized this loophole to complain, and there is no lack of professional counterfeiters who specialize in “asking for money”.
As for the Huaiyin District market supervision department’s request for the mall to remove the cleaning rag labeled as bamboo fiber, the staff member said that they had not received relevant written materials, and the sales of the cleaning rag that was removed was not good. At the same time, the staff member said that their new products will be labeled strictly according to existing standards.
